Ĺ ubria, with other 1st
millennium BC Hurrian states (Hubuškia, Ukku, Kumme, etc.) formed a zone of
buffer states between the Assyrian Empire and its Northern Rival Urartu. Ĺ ubria
defied the commands of Assyrian and Urartian kings for a long time, especially
in the 8th and early 7th centuries BC. The reason behind might be that Ĺ ubria
was probably an acknowledged refuge state with an ancient refuge sanctuary,
which held back the two superpowers from annexing the kingdom.
