In the territory of the states neighboring Hungary, there lives a large Hungarian minority, as compactlyon cross-border ethnic areas near abroad and dispersed in the Diaspora. After the change of regime in 1989, successive Hungarian governrnents have tried in various ways to deterrnine the position of Hungary concerning foreign Hungarians. For example, in 200l a law was adopted on the status, aceording to which Hungarians abroad on the basis of ethnic origin, could get a ""Certificate of Hungarian "", giving them certain advantages. In 2004 the country held a referendum on the issue whether to provide persons recognizing themselves as the Hungarians, but having a citizenship of another country, the possibility of a simplified procedure for obtaining Hungarian citizenship. After coming to power in 20 IO Fidesz party alliance (the Party of Young Democrats) and the Christian Demoeratic People's Party adopted the so-called the law on dual citizenship, which simplified obtainment of Hungarian citizenship by ethnic Hungarians living in other countries. In the neighboring states, this stride caused ambivalent reactions. In particular, in Ukraine criticism of the Hungarian bill is spread among nationalist politicians. However, the Ukrainian laws have numerous loopholes that actually alow citizens to enjoy both Ukrainian, and Hungarian citizenship. Also significant is the fact that, aceording to opinion polls, a significant part of the Ukrainian citizens is willing to be holders of dual citizenship. The solution ofthe problem of the Hungarian- Ukrainian relations is seen in a broader dialogue, exchange of information aceording to the current Ukrainian, Hungarian and European
legislation.
