Statistical trends show that the small village syndrome is by no means new, its roots goes back to previous centuries. What we can add is that the disadvantageous situation of these settlements was not changed by the settlement development policy of the 1970s and since. Indeed, some of these disadvantages even grew.
Long-term local opportunities for the young are, in a peculiar way, improved just by the fact that chances for leaving are also becoming more limited. The fact that they will be squeezed out of these opportunities will urge them to explore the possibilities for local success. A consequence of this compulsion to act may be the opening up of new development opportunities at a local level, in harmony with the village circumstances, which would be impossible to support directly (as the main source of such a development is the actual lack of support and the need to rely on self-generated means). Indirectly, however, this process can be stimulated by recognition and broadening of the room for manoeuvre of local initiative.
