Political persuasion in the first period of "Cold War"
Kivonat: Summary
Basic ideas of project: RFE - established in 1950 - seemed
to be a latent part of political systems of countries belonged to soviet zone,
as well Hungary. In spite of its illegitimacy it took part - from age to age
by different ways and changing efficiency - in spreading of political information,
in forming of public opinion, in political socialization, even influenced (indirectly
but sometimes directly) decisions making by the political power.
"Values, because of their opened or closed character,
theoretically, as a standard, help to direct ideas and actions, and to rank
positions, instruments and purposes." (Heller, Á.) So all types of political
power try to persuade, even to force the citizens to identify with its own official
political values, totally. When a state can not gain this result, the growing
confusion of values leads to the crisis of the state. So the basic function
of RFE was to present an alternativity of the monolitical value system of the
totalitarian (later: authoritarian) political power, ruling in this period first
of all in East-Europe.
Three, different forms of value systems stand at the center
of this transmission process. These are: 1. main preferences of ideology and
foreign politics of West (mainly of USA - as a consequence of any political-organisational-financial
reasons); 2. inner value system formed in the social structure of a given "target-country";
3. political priority of RFE, being special institute having some relative autonomy.
There were different types of value-collision between them during the last 40
years because of its own internal changings, but their external relations were
transformed, too. At least these, otherwise autonom value systems opposed as
a whole to the 4. value order declared and forced by the state and party power
in the soviet-type states.
Values, transmitted by RFE, were determined finally by these
four kinds of value systems. To research these relations and problems is the
main purpose of the project.
Hypothesis: Expected conclusion of the project is that during
the last half century these value systems, researching by the topic, converged,
at least tendentiously.
